Typically programs can be packaged in one of two ways. Either as source code or as binaries.
Most proprietary software that you get off the shelf comes as a binary release only, as the vendor does not want to distribute the precious source code to their software. But many open-source applications do release their software as an alternative to binary distributions.
Source code releases require a compiler to build the binaries before the software can be run. It is useful to hafe the source code to applications which you may be trying to run on various platforms.
Compiled binaries can only run on the hardware/operating system for which they were compiled. This means that an binary release compiled for a PC running Windows will not work on a PC running Linux, and certainly not on a Mac running OSX.
If everyone were running Windows on PC hardware, binary distributions would be the most conveniant way to distribute software, because not every machine is equipped with a compiler (and it takes alot of time to compile some things). Because the user community now runs a variety of hardware and operating systems, software releases are often distributed along side binary releases for the most common platforms.
Note that this does not apply to Java. Java is truely platform independant, and compiled binaries do not differ from platform to platform.

A binary release is a copy of a program that can be downloaded and run on your computer without having to compile it vs. a source 'code' release.
Check out Freshmeat.com vs. Download.com and you'll get the idea.
Freshmeat has C++ or similar source code you can change or whatever and complie with diffent options.
An example of a binary release would be like Winzip or Winamp for which the source may not be available but you just download the binary and run it.
