For Reagent Grade (ACS Specifications) Nitric Acid, HNO3, Conc., 69 to 71%, approx. sp gr 1.42, approx. 16 N, you can usually assume 70 % HNO3.

For 1.00 L of 30% HNO3 you would need:

30/70 * 1000 mL/L = 428.5 mL of acid diluted to 1.00 L with pure water.

Alway add the acid to some of the water in a volumetric flask, then add the rest of the water to the full line.
