I think you have to give a clearer description of your problem.

However, you can check the following first:

1. Is the USB cable plug into a working USB port?

2. If there is an indicator LED on the webcam, did it turn on when the USB cable is plugged in to the PC?

3. Did you configure your software (whatever it is) to use the webcam?
