The newspaper idea (above) is actually pretty good... you could set up a time capsule together. Get the day's newspaper, maybe some magazines. Write letters to each other to be read on your 25th anniversarry. Take some photos, stuff like that. Seal it in a pretty container (like a large, attractive popcorn tin maybe?) and swear not to open it until your 25th.
Paper could also mean:
letters or poems
books
coupons for good deeds
gift certificate to a great restaurant (and a promise for a great date!)
Plane tickets / hotel reservations for a trip
a deed for a great condo :-p don't we all wish!

Definitely do something DIFFERENT!! In the morning fix her breakfast as a surprise. Make sure that flowers arrive to greet her for lunch. Spend your dinner-time together if possible at her favorite restaurant and get a nice ring or piece of jewelry that she can not forget. It doesn't have to be expensive, just different. Make sure that she knows that YOU CARE. That is important. Have a great day together.

this may sound daft but how about buying that days local newspaper and tieing a ribbon around it
if you done that each year when you are both old you could look back over the years of your marriage
