Buyers premium on ebay?

I found something on ebay that I want, but it makes a point to mention that a "buyers premium" is added to the total if you win the auction. What exactly is this, and how much is 15% of a dollar? Hah.

I want to know to. It is very confusing. Doesn't ebay have a online person you can ask? Most sites do.
