They are statutory citizens but their nationality is Puerto Rican.

Anyone living in a territory does not get represented in congress by a voting member.

If you lived there you would not get to vote either.

Puerto Rico is a non-state by choice. At least twice they have voted statehood down in referendum.

Who thinks that? They're the ones who insist on speaking Spanish and not becoming a state, while collecting all the benefits of being a US territory....nothing is being forced on them.

i wouldn't call them second class. they are a commonwealth of the united states. i see nothing wrong with being friendly neighbors.
