There's a song in the McGraw/Hill Share the Music fifth grade level called "Fifty Nifty United States". My music kids memorize all 50 states after about three music classes.
Sing it! Music does wonders for memory.
If you can't do it as a song...make up your own RAP with the rhythms.

I'm from Brasil and Memorized all the states... I memorized them by learning the neighbor states and then memorizing the states by there positions. I'd get and blank map and fill in the name of each state until you can write them down without making one mistake. I had to take a test on the 50 U.S. states and even the 50 African countries and this helped me the most!
Try to associate each state's first letter with something that is familiar to you. Turn each letter into a phrase or sentence.
Sample:
In music class, the teacher will show students to memorize the lines in the G Cleft as "Every Good Boy Does Fine" in place of EGBDF.
You can do the same for the 50 states.

Envision a map of the US, and it's time zones or areas,,, IE. East, Central states, West, and do your memory thing sectionally thinking of each state on that map you have in your head.
