It's because of the embargo. It's a political punishment, an economic boycott because "we" don't like like their government.

those with diplomatic immunity, or who can avoid customs inspection get them all the time. but to answer your question, all cuban goods are subject to the us govt embargo of cuba. nothing manufactured in cuba is supposed to be allowed into the us. cuban cigars are one of those banned items.

Try Honduran ones, they're just as good and usually made by Cubans...
