It's not strictly insulation, though it has isulating properties, as well as being a cushion, and sound buffer.
Most accepted it's shredded bits of soft foam, fused together by heating, or with some form of adhesive, that allows it to be processed into rolls, then cut to size during installations.
It also comes in various grades, though I doubt the average consumer would be able to notice much difference.

The stuff under carpets is called padding. They sell all kinds of padding. There is cheap to very expensive padding. If you are not sure and doing the job yourself seek advice from a carpet store. They will show you a wide variety of padding and can recommend something

What should go under carpeting is padding and it generally has no insulating value.
But a top quality padding is always worth the expense. A good padding helps extend the life of your carpet and just plain feels good when you want to sprawl out on the floor.

not felt lol it is simpley called carpet padding any place that has carpet will hook you up with sum its about a 1/2 inch thick makes the carpet softer to walk on being so thick and help with insualation as well
