Houses can only have stairs on the PC version of the game. Click the build section and stairs, there are two types, one requires it to be placed upon the landing with a clear bottom in order to place them.

Yep, if the house has more than 2 levels
the 'Stairs' is in the Building section, see the 'Furniture' Icon? its below that button i think.
The icon is like a 'saw + piece of wood', click on it

Yes. Look under the "Build" section. You should find stairs there.

yes....pause the game and go to build mode and choose stairs icon and pick the staircase you want.......rock on
