LIQUID LINER- gives a more dramatic look, and they are usually more pigmented then pencil liners, they also tend to last a bit longer and smudge, or fade less then a pencil liner
PENCIL LINER- gives a more natural look, you must keep drawing the liner many times to get bolder color. They tend to smudge more then a liquid liner, and fade quicker, but it is great when u want to look 'naturel'

I personally i use pencil for the simple reason using liquid can get into your eyes.
Now if you was trying to go for long wear i would suggest using pencil. The reason why is because say you get very emotional and you start crying, when the liquid touches it will cause the liquid eyeliner to spread in your face and leave a black line under your eyes and its very hard to remove unless you use soap and water.. Pencil would not
the cons about pencil is its harder to put on and much easier to poke your self in the eye
Liquid eyeliner will not very easy to come out takes only seconds.

I always use BOTH.
Liquid liner is best for the upper lid. It may take time to master the application, but a well defined eye is worth it. Until you perfect your technique, you may have trouble getting it on smooth and straight. You can always wet a q-tip and remove the areas you messed up and then redo them. With liquid liner you wont have to worry about the eyeliner smudging and settling into the eye crease.
On the bottom I always use pencil and smudge it. You can prevent looking like a racoon by wetting a q-tip and running the q-tip through loose face powder, and then applying the wet powder below (and just slightly into) the eyeliner (after you have smudged/softened it).

i don't like liquid eyeliner; however, I use it if i am going out at night...it's a much more dramatic look. It's also much more difficult to apply and I've always felt it was harder to get off.
Pencil eyeliner is my favorite. However, I don't use the actual pencil. Most brands sell a stick where you can turn it in order to make more liner come out. It is easy to apply, and if you mess up, you can smudge it in or take it off.

I use a pencil, because I've never mastered the art of using liquid. You need a steady, steady hand. :-)
Liquid gives a more defined outline and stays on longer, but leaves little or no room for error.
Pencil (soft) is better if you want a smokey look, is much faster to apply, blends better and is much easier to use for klutzes like me :-)
Downside is it's not as long lasting, and smudges much more easily than properly applied liquid.

*Pencil can smudge on your upper lid and your undereyes throughout the day. Your skin's natural oils & just daily life can cause those smudges, so you'll probably have to check on it throughout the day. Have a compact handy.
*Liquid will stay on longer without smudges (depending on the quality). Urban Decay offers unique colors! I use both... Liquid on the top of my eyelids... and pencil under my eyes.... Liquid eyeliner lasts longer, however you really have to practice to get use to using it. Pencil is much easier, but it doesn't last long and smudges...

I use pencil eyeliner because it is smoother going on and you can smudge it (I like a soft smokey look).
I also use liquid eye liner, for harsh black lines. It gives a much deeper color of black. But, you have to get a good brand (such as MAC) or it'll rub off really easily once it is dry.

I use pencil, I've used liquid before but pencil is differently better! pencil looks more natural and easier to apply. liquid can get messy plus it looks fake. I've seen people ask other people if they had stickers on there eyes bc liquid looks that fake!
