Take it to the bank. The will accept it, as long as the serial numbers are legible and at least 50% of the surface area is legible.

As long as it is a real bill stores actually have to accept it. If it is so bad that one cannot tell that it's a 10 dollar bill, you can send it to the us treasury department and they will exchange it for you.
You could also try a bank.
