Yes. Start going east towards Rock Tunnel from Vermillion City and you'll reach a grassy area then head north and you'll see a river that heads south. Use surf and surf until you get all the way to the power plant.

the girl above me seems to know alot, yup, at the pokemon center near rock tunnel,(not lavender town), go up, surf all the way down,turn left and there it is
