Yes the U.S. did find a British flag on the Moon in the movie "Journey to the Center of the Moon" in which a British inventor came up with a substance that repelled gravity and made his craft lift off of the Earth and land on the Moon. Once there, they discovered a race of Insectoids that lived inside of the Moon, were captured, escaped, and returned to the Earth after giving the Insectoids a dose of the common cold (which ended up killing all of the Insectoids). The U.S. astronauts discovered the British flag on the Moon and the ruins of the Insectoid civilization.

No, the British have never made it to the moon - you must be referring to a fictional account from the HG Wells novel. Russia, US, and soon China are the only countries to ever touch down on the moon.
