George W Bush has not made the US Armed Forces into weapons of mass destruction. Individually the soldiers are not weapons of mass destruction, unless they are flying a plane with a nuclear warhead in it or something to that effect. As a collective the US Armed Forces could be judged as a weapon of mass destruction but they were that way before Bush got there, the same as most of the other countries armed forces could be considered a weapon of mass destruction. but that label only works on the collective designation, not individually.
