Because the Republicans were happy to cause a distraction about a minor sexual matter and distract our President and the whole congress from worrying about other little matters like international terrorism and the security of this country.
If they hadn't hounded Clinton on that silly pretext, they might have been thinking about oversight of our intelligence organization, strengthening our borders, and controlling illegal immigration. But rather than do the job they were elected for, they just wanted to take down a popular President.
The GOP is disgusting. They have no respect for this country, refuse to defend it, charge into foreign wars to the detriment of the American people, and then bleat about it when they are thrown out of office.
The Democrats recognize that although Bush undoubtedly has committed high crimes and misdemenors, there is little point in pursuing impeachment at a time when our country needs some real backbone and leadership to face the threats the Republicans have mishandled and ignored for over six years.

He was impeached for perjury but the fact does remain that the Republicans who were so morally outraged then had spent around 70 million of taxpayer money by Ken Starr to investigate the Clintons and found nothing he could use, to bad the same moral republicans would never consent to having Bush done the same way to see what they could come up but then of course the morality of it is ---Which is the worst life one about your personal life which any of us would do or a lie that puts a nation at risk not only reputation wise, but puts people in harm's way and destory innocent lives in the process not to mention the vast sums of money that could have gone to other more important things having to do with america health care to name one all based on a lie.

part of why clinton was impeached is that the republican speaker of the house, newt gingrich, did not allow any amendments to the resolution to impeach clinton. that is, many moderate house members would have voted to censure clinton, but gingrich wouldn't allow debates or a vote on whether it was more appropriate to censure than impeach.
the result was a vote that was polorized. either a representative condoned what clinton did, or the representative voted to impeach clinton, even though many moderates thought that was going to far for the transgression.
