Libra rising is very friendly! That is my rising sign.
Least friendly?? Not sure? Could also depend on their sun/rising combo?

I'd imagine the friendliest would be an Aquarian, Gemini, or Leo. Leo's are loyal people, so I'd imagine they'd be quite friendly. Aquarians are the humanitiarians of the zodiac, so that's why I figure they would be. Sagittarius rising too, because Sags are usually friendly people.
The least friendliest would either be Scorpio Rising for their secretive nature and general distrust. Capricorn Rising also, because they are also very reserved and private.
