Pineapples are an obvious choice and are very festive. Hang small ones ( fake ) all over with Hawaiian leas of red and green.
Get real ones too and place them strategically.
If the horse will wear them, make huge leas for him to wear around his neck and a hat of straw with holes so his ears stick out. Can you get a hula skirt on him instead of a blanket? Also try an get a HUGE Hawaiian shirt to drape over his upper torso.
Pretty funny and he'll be happy with all the attention.
