If the divorce was finalized in November, and I had gotten married in August, because I didn't realize the other divorce was final, is my second marriage valid? The two marriages are to two different people.

You don't need a peice of paper from anyone to prove to you YOU are married and want a lifetime commiment from the person you love the most, just tell her she's your wife and hold a ceremony somewhere the both of you find attractive and and share your thoughts on the future and express your love for one another. And don't forget to continue this thinking in every day for the rest of your life. Cause thats what it is all about.

The answer you seek is simply No. I know, because I went through the same thing 10 years ago when I was in the military. My first ex wife filed for divorce, she got re-married in Mexico a year and a half after filing for divorce with me.
I thought, heck, she is remarried, so I got married to my now current wife and then found out that the divorce was not finalized and that I had to remarry my current wife and file charges against my ex wife for bigomy so I would not be charged too. I later dropped charges, but promised I would find out the legal facts if ever I was in that situation again.
All you have to do is get annulled, then file for a new marriage license and do it again. It is better when you know for sure because legality is not romantic but it keeps you and your assets safe too. I hope that helps.

Not unless your first marriage was not recognized by Peruvian law. If your first marriage was not recognized, you could legally be married in Peru; although in the US, you would be considered to be in a bigamist relationship.

I would suggest you just have another civil marriage now to rectify the situation.
