the doorbell is electric [with atransformer to lower the voltage] and must be wired into the light. You will have to find the connection [good luck on that] and wire it straight to the relay[fuse] box or to a wall outlet. Much easier to buy a new doorbell and wire it in right as the splice will be hidden in a wall somewhere. be sure to cap off the old wires. maybe you can pull out the doorbell and the light switch and pull enought wire to disconnect. turn off electric to the light so you don't have a shocking experience.

Whoever was finishing the wiring probably connected the line to the transformer of the doorbell to the switch line instead of to the feed wire coming from the breaker. The mistake is most likely in the box for the light fixture.

Sounds as though the sparky has picked a live up for the transformer on the wrong side of the switch, bet he was a cowboy doing the job on a night. the light would have been on and he picked the sw. wire up as a live.
Get him back

The electrician who wired it rigged it up to the light switch... so power only goes to the doorbell when the switchis flipped. But don't blame the electrician alone; the city building inspector failed you, too.
There's probably not a whole lot you can do w/o ripping out sheetrock... I guess they figure if you don't have your light on, you shouldn't be expecting guests...?

Your doorbell and light are probably on the same circuit. You need to have a electrician run either your doorbell or light on seperate circuits.

I would suggest that you get an electric ion.. It should not be doing that, and it could be that the wires are crossed.
