When a ship is "on the rocks" something most likely to happen in a storm when there is no functioning light house or other warning device the ship is most likely being smashed to pieces and there is little likelihood that anyone on board will survive. "On the rocks" is used metaphorically to describe a relationship (usually a marriage) that has suffered irreparable damage and is not likely to survive. A drink that is on the rocks is served over ice cubes. There is nothing tragic about that.

It's not to BE "on the rocks" It usually refers to a drink.For example. You would ask for a scotch on the rocks. Rocks being ice cubes.
Sometimes it refers to a marriage that is about to break up.
