Why do people use such overblown and hyperbolic talk when describing the beliefs of those the perceive to be on the opposite end of the political spectrum?

Do people really believe these 2 dimensional, cartoonish scenarios they put forth?

Not entirely. They're kind of exaggerations of what we do believe about each other or weaknesses we've found in each others views.

They use it to bait people. Ask a good question and very few respond. But ask a baited question and you'll get tons of answers. It can be fun, but more often than not, it crosses over the line.

Unfortunately, there are many that do believe the hyperbole and conjecture that political pundits spew.
