After Munich, when he went ahead and took over the rest of Czechoslovakia, France and England finally realized appeasement had failed. This came too late, because the Soviet Union had been trying to forge an alliance with the west since Hitler came to power, but gave up after Munich. Litinov, the Soviet Foreign Minister who had tried to form the anti-Hitler alliance was removed and replaced by Molotov. Because Litinov was Jewish and Molotov was not, this was a signal to Germany that the Soviet Union would be willing to deal with them.

When Hitler started making demands against Poland, England and France issued a guarantee to Poland that they would go to war if Germany attacked Poland. But they couldn't do anything to help Poland, and were assuming that the Soviet Union would still be willing to join an anti-Hitler alliance. To the Soviets, it looked like England and France were trying to have an anti-German alliance in which the Soviets would be doing all the fighting, so they decided dealing with Germany would be better for them. Once the non-agression pact between Germany and the Soviet Union was announced, it was too late for England and France to back away from their guarantee to Poland, so when Germany did invade, they had no choice but to declare war.
