If you have been following the news, you will know that they passed the bill, but never passed legislation to fund it. The part of that No Child Left Behind Act, that they didn't publicize, is that it gives military recruiters access to information, to which they did not formerly have access.
People are making quite a fuss about recruiters, who can force schools to hand over unlisted phone numbers, addresses, etc.
They are also now permitted to take kids out of class to try to pitch their line about joining up. They are appearing on people's doorsteps, uninvited, and insisting on talking to the high school kids.
You need to watch more network news. The only thing that legistlation did is put more of a financial burden on local school districts and give military recruiters better access to the poor kids who will not be able to afford college. Then, the Republicans were the majority in both houses of congress and refused to pass money to fund the Bill. Maybe now, after January, there may be something done.

A 'bill' is not law until passed as an 'act' (in my country at least) But this bill i'm assuming is designed to alleviate an obvious problem (same problem in other countries).
However we must first understand is that many variables contribute to the outcomes of our lives.
What cnn highlights is one of those varialbes "wealth"
Its a known fact in social science that the wealth of a person can determine many aspects of a persons life. i.e. affording health care, housing, education and even diet.
Without the problems above the focus for the wealthy is to maintain their wealth, and to create more. The best education for their children is an extention of this because it provides for the best oppotunities for their future and also ensures the best opportunities for maintaining that wealth.
For the "poor" they focus on 'how to live day to day' i.e. how to pay the rent, car, food, phone, electricity etc on a minimum wage. Because 'making ends meet' can be so difficult for most poor families to maintain 'spending more money' on education is not a priority anymore. often parents encourage their children to seek employment in order to increase the income into the family.
So although the 'bill' may provide for an opportunity for further education in poor families there are other variables that also need to be addressed

The No Child Left Behind Act only improves the performance of primary and secondary schools by increasing standards. It's not a law saying you have to go to college. Some jobs don't even require a college degree.

No it was just another governmental project that failed. Some day I hope we'll be able to get people into our administration that can design an educational program that works. Maybe we should take a look at the educational systems in every other industrialized country and see what they're doing right.

The no student left behind act means that no student will be forced to move on to the next subject without first knowing the previous subject. Example if your in the 3rd grade (i say 3rd cause my daughter is in the 3rd grade) and the teacher is teaching multiplication table and everyone gets them except one child. the teacher can not ignore that one child and move on with division. she has to assign assignments according to that child's education level. so that one child that cant complete their multiplication Will be given more time to learn them and Will not be forced to move on. However the other children will go one.
Think of it as an IEP (Individual Education Plan) for each student

A nice idea. Just like every other past bill.
Also, CNN says a lot of things. You should check various sources for the actual statistics before making a conclusion for yourself.

No student left behind is geared to elementary and middle school kids and has nothing to do w/ college. But yes it's just more paperwork, head nodding and has no meaningful effect on anything.

Not so much a nice idea as a campaign slogan. Meaningless empty words designed to get votes, that and nothing more. Unfortunately the voters fell for it. At least enough to get the 2000 election close enough that the crooked supreme ct could steal it.

Well, that's very opinionated I guess. The No Child Left Behind bill was a great thing (to me) so that more children could get an education. HOWEVER, it was their choice to not look into scholarships as much as they should have. I know that they can't afford it by themselves, but getting financial aid, and working hard at getting scholarships should have been their choice. If they didn't go to college, their choice as well.
