From what I am being told, i need to bother state rep. and state legislature, preferably with a rough draft and the viable reasoning for the change/addition of law. Unless of course the current judge in my case makes a precedent setting decision (which seems unlikely at this point, yet still possible.
I am also going through getting a new law on the books

you don't, it really can't get one started, you have to contract your state or federal congress people, and lobby them
