Excusable and justifiable homicide are two examples when homicide is not a crime. Justifiable homicide refers to the state taking a life as punishment or an individual such as a police officer using his sidearm to protect his life or the life of someone else. This is also the case in war (within certain rules).
Excusable homicide is an accidental homicide. There was no intent to cause the death of the individual. An example of this would be a young child running out in front of a car.

Homicide means you did something that resulted in the death of another person. One example of this not being a crime is self-defense. If it is a case of 'him or me', it is not a crime to choose 'me'.

The assasination against an evil dictator like those who plotted against Hitler for the good of their people and mankind as a whole. I believe in God and feel he would really have mercy on these people.

When you are at war. You get paid to kill people and get a medal for it. Then there is the whole matter of state-sanctioned murder, otherwise known as capital punishment.
