My opinions of the names... (sorry if any of these offend anyone, i'm not saying that this is the be-all-end-all of the names or that people with the names are like this, just the first image I get when I hear the name!)

Ruby - It's a cute name but it sounds like too little to live up to. My idea of a 'Ruby' is that she is focused on appearances and not much else.
Heidi - It's cute but evokes certain image, namely one of a blonde who is almost overly cute.
Evelyn (nickname: evie) - I love it. It sounds like someone classy with a good head on her shoulders. Evie is a really adorable nickname as well.
Evie (pronounced eve-ee) - I like it is a nickname better because then she would have the option of using the more 'refined' Evelyn when needed and still be called Evie by friends and family.
Maanika (pronounced Monica) - I like the name Monica but not the name Maanika. I think most people would pronounce it MAN-ica which could lead to children teasing her.
Lucy or Lucille - Lucy is a cute enough name, I don't have any strong opinion of it. I think it's the kind of name that could grow to fit most people. Lucille sounds a little bit dated but not overly so.
Lacey or Lacy - Hate the name Lacy, I think it sounds promiscious and a bit trashy. I get the image of lace underwear or lace gloves.
Estrella (pronounced estraya) - Unfortunately i've known people with this name who did not pronounce the 'll' as 'y' so I think you would end up with mispronunciation here.
Ava - I like it, it's a very strong yet feminine name,
Lola - Very cute name. Slightly tarty as it reminds me of Lolita, but not overly so. I could see naming a child this.
Scarlet - Has the potential to be a nice name with the right woman but would seem trashy on some. Could be a stripper name or a defiant, strong name. I think you'd take a gamble with this one if you chose it.
Brooke - Overdone, and reminds me of a spoiled rich girl without much substance.
Victoria - Very classy but kind of boring.
Desiree - Was a nice name once upon a time but now it's kind of ghetto.
Charlotte - Classy name, sounds like a woman who is smart and talented. Can be shorted to "Char" (shar) which is easy to say and nice sounding.
Renee - Boring as a first name but makes so pleasant middle name with some combinations.
Anya - I don't really like it but I don't have any particular feeling about what a person named Anya would be like.
Anika (pronounced Uneeka or An-i-ca) - Reminds me of the 80's (?) group, so no.
Berlin - I like this name better for a boy. It's very masculine sounding to me.

My favorites, in order, are: Evelyn, Charlotte, Lola, and Ava.

Boys:

Martin - Reminds me of the TV character by this name. I imagine Martin's to be friendly and funny. An ok name, can't think of much bad to say about it.
Jay - Boring, better off using a name that begins with the letter 'J' and using this name as the nickame.
Gavin - Someone who is strong, thoughtful, and artistic. It's a name most people are familiar with and yet it isn't overused. Seems to strike a good balance of not being too weird or too common.
Kevin - A bit common and yet an overall nice sounding name, I could see a Kevin as doing a variety of jobs and having a variety of interests.
Artin - A bit too strange for me, if you want a name that shortens to 'Art' I would go with Arthur.

Favorites: Gavin, Kevin

Remember when choosing a name that:
- The name of something expensive or rare, such as a gem or car, will make a middle class child sound lower class. (based on naming trends across classes)
- Something too strange or with an odd spelling will give your child grief not only in school but when applying fors jobs and interacting professionally as an adult. Better to go with the more easily recognized name and come up with a creative nickname or middle name.
- Something too common will be annoying for a person as well.

I like my name, Audrey, because it is common enough that people recognize it and yet uncommon enough that I was the only Audrey in all of my classes. It's also classy (ala Audrey Hepburn) while fitting on someone middle class. The girl's names that are similar in feel to my name on your list, imho, are Evelyn and Charlotte. Both beautiful and classic.

Out of your list of names I like Gavin and Brooke but personally I don't like none of those names they are too old and how is Anya pronounced and Desiree is way too common and the way you spelled Monica, the child will be butchered for like during roll call at school.
