if you pay for goods and the supplier delivers the wrong goods, but knows that they have delivered the wrong goods.and the goods they delivered is substancially lower in price than was paid. is this fraud or theft.

Fraud is the crime committed for delivering the inferior goods instead of the goods ordered and paid for.

This is an offence under the Theft Act of 1968 which is Obtaining Money by Deception.
I would suggest you contact your local Trading Standards Office.
