The purpose is its name: it converts the engine torque to a form of torque usable by the transmission.
Internally, there are vanes that restrict oil flow, but do not stop it. This allows for a "fluid coupling" from the engine to the transmission that will allow for necessary "slippage" not available with a clutch.
This allows the engine to idle without the need for placing the transmission in neutral, and allows for engine speed to be "automatically" matched to the needs of the transmission and the drive range it has selected.
