I'm electrically challenged. Can I use a 100 Watt Replacement Energy Star bulb using only 23 watts in a lamp that warns use of bulbs only 60 watts or less ??

yes because it uses 23 watts. It has the output equal to a 100 watt bulb in lumens

No problem The maximum wattage rating of a bulb in a table lamp or such is to prevent a higher wattage conventional type bulb being inserted and then causing the unit to overheat and possibly cause a fire. Its not an electrical overload problem more a temperature overheat that it is warning against.

Shouldn't be problem if it only drawing 23 watts.
