i would imagine no if they were born deaf because they wouldnt know the language. I dont really ask deaf people questions but, id think they may make up there own language (ex: water = low moan)
But they would still be able to talk if they became deaf later in life like beethoven.

No, becasue you don't know the sounds of the words or whatever, because you've never spoken them, nor have you heard them
