My question is if you have a tenant in New York, are you responsible for their washing machine defects in the apartment or should the tenant pay for the servicing and repairs.

Actually it would depend on how long they lived there. If they just moved in, they would expect the washing machine to work and it would be the LL's responsiblity to make sure it does. It also depends on their lease. If it states that the LL is not responsible for the washer and dryer, then the tenant is responsible.
Most of my appliances in my apts are used ones that have either been left by previous tenants or that we bought at a used appliance place. In our leases it states that the LL is not responsible for the appliances and the tenant has the option to either fix or replace the existing ones if they break down. We make sure that all our appliances are in good working order when they move in. If the tenant moves out and takes the appliance, they get charged for it. If they leave a broken appliance, they get charged to fix it or half of the cost of another used one to replace it.

You can't be held responsible unless you are supplying the machine. If the tenant owns the washing machine, they will need to pay for repairs.

If appliances are included with the apartment, the landlord is responsible for repairs.

you are responsible. that's why people rent. the landlord fixes it. unless it's their own washer, you need to pay.
