Red eared sliders and Painted Turtles start of really small for the first few years but after they live a decade or so they get huge! All turtles grow throughout their lifetime so no turtle will always stay small

Reeve's turtle is about 4" as an adult, and most musk turtles will stay under 5" as adults.

Even so, ALL turtles need a tank that allows 10 gallons of swimming space per inch of turtle, so you are still talking about a 40 gallon pond, even for a small Reeves.
