I use black eyeshadow in the corners.. but using too much of it is way too intense... because I have small eyes. I really don't have long, thick eyelashes either. Either way, whenever I do it, it just doesn't feel right.. any ideas?

if u have small eyes, i think smoky eyes might not work (at least all around smoky).... try this:

use pencil/liquid liner.... on Top lash line only. when applying, tilt head back and stare Downwards into the mirror. apply eyeliner as close to the lash as possible, then when u get 3/4 across the eye, start going straight outwards and then slightly upwards. when you open your eyes normally, it should Open your eye a bit more. Also, get a highlighter shadow w/ flat brush OR pencil (white, gold, silver color). use that on LOWER lash line. put on mascara on top lashes only. good luck!

To me smokey eyes and cat eyes are different.
To get cat eyes a liquid liner is preferable because your line is more exact and thinner/accurate
To get smokey eyes but still have a cat like effect: use an angled brush and black eye shadow, take it really close to your lash and sweep up in the corner (like a check mark). If you want it more smokey take a Q-tip or even your finger tip and give a light smudge. With your small eyes I would keep it a little cleaner.

use a little black or dark gray eyeliner with a 'smugger' end. it because its more controlled itll give you a better look with small eyes.
