The number of fins depends on the fish some have more than others, here are all the possible fins, Dorsal #1, Dorsal #2, adipose fin, Caudal fin,Pectoral fins x 2, pelvic fin x 2, anal fin. Hope this helps.

The basic fins are the dorsal, ventral, caudate and a pair of laterals(both sides).
Even though on some fishes they seem to be all joined together, they are still counted as different. The reason for this is that these fins have different uses.

The answer to your question is no, the tail and the dorsal fins are not one and the same,

2 up front, 2 in the middle (some have 2 little ones in back) and 1 "tailfin", and 1 "dorsal fin" so.................

4 and 6 or 6 and 8 if you count the dorsal and tail
