Alot of places are telling me that I can't, but I just wanted to know if there was some sort of thing I could do to my gamecube to make it play this game. I've seen people do things to their video game systems that are pretty crazy, if you know of something I could do, let me know, or if you just have this game, does it work for you?

Hey. There are japanese "converters" out there that allow you to play the game. Although if you modify your system by an electronic place and your gamecube can play bootleg and copy games then it will play without anything else needed.
Also. The real name is Naruto: Gekitou Ninja Taisen 4.
I know it translates into Clash of ninja but people will get confused.

What!? I thought the latest clash of ninja was 2? But maybe I'm wrong. Try changeing the language of your gamecube to japanesse.
