I understand where you are coming from. It does seem dumb that a homeless person eats out of a garbage can, but he can't eat out of a kitchen in a church or hall unless they have the proper equipment or serve the food a certain way, etc. But....in our lawsuit happy world and silly lawsuits being filed almost daily, I can also see where a city might want to cover themselves from an expensive lawsuit and make sure that all the kitchens that serve are properly equipped and the people running them are healthy and know how to serve the food properly. We became a stupid nation when attorneys began filing their silly lawsuits and judges began accepting them, thus giving them credence..

It may sound stupid, but i gurantee you, the first homeless person that gets food poisoning will sue the hell out of the resturant to try and get some cash. he can't sue the garbage can. I too have wondered this, and I fully understand where you are coming from, I wish we lived in a society where people could be honest and do things correctly, but with such threats of lawsuits teeming on every corner, everybody has to do what they can to watch their backs, and that's the sad truth of it.

Living here for a while it doesn't surprise me. That may be a good thing though, perhaps they don't want the liability, not so much a homeless person themselves suing but someone on behalf of them. Sounds politically motivated if you ask me but I'm not surprised.
