You may write your letter to Richard Henry Lee, governor of Virgina, who first insisted that there be a declaration of independence from Britain or his fellow Continental Congress representative Thomas Jefferson.

Of course, you might prefer to write to the representatives to the Continental Congress that specifically represent the colony in which you reside and/or work.

I suppose you could also possibly blame Lee for Manifest Destiny as well since he certainly was already expressing it to his wife Abigail the day before the Declaration was complete. Ironically, wikipedia and other historians ascribe such first thoughts to people living over 60 years later, well after Lee died.
