The internet is a great place, and to answer your question I belive it is your best interest to understand what the internet really "is"
The internet is simply a grouping of computers all over the world that are networked together. For you to understand this, I will give you the following example,
Inside the address bar on internet explorer, if you were to type the following...
c:\
you would be accessing and displaying your "c" hardrive. This drive is where (more then likely) all of the files are being stored. so if you wanted to open up notepad, you could type somthing like this....
c:\windows\system32\calc.exe
you would be accessing windows calculator and opening it.
When you open up yahoo.com, you are really opening up yahoo's computer and accessing the spesified file.
Yahoo.com is really a shortcut to 66.218.71.63 (yahoo's servers ip address). this is called a dns. a dns helps humans remember websites, because yahoo.com is much better then remembering 66.218.71.63....
Now with this information you it really depends on what you want to do, and what this website is for...
If it is for a personal website, and you dont want to spend any money, then my recomendation would be to sign up for a free web hosting service. I have had great luck with angelfire.com
this method is great for little websites,... you will end up with a website that's address will probobly end up like...
angelfire.com/ma2/myphotos
which is long, unperfeshonal, and very hard to remember.
What I would do at this point is set up a dot.tk account (http://www.dot.tk )
.tk is a hosing service that will route your long address to a much shorter address that you can pick out... it will look somthing like this...
www.myphotos.tk
and then you will be set,... then simply upload your "website" files to your angelfire account (webshell)
OR
if you need this for bussiness or you dont mind paying for your service, then I recomend the following...
use a web hosting service like yahoo.com or godaddy.com
Then after you reserve your dns name (for a year will cost ya about 15$) you will need to pay permonth for file hosting (about 10$ a month)
or you can host the website from your home (which depends very much on your internet up/down speeds and you will need to ask a technical friend for setting up your server)

Before uploading your web site, you need to lease a web host - either free or paid (Your choice). You can then upload your web site to the Internet manually via web hosting facilities itself. But the process is repetitive & really testing your patience.
If you create your web site using paid program such as Dreamweaver, FrontPage, CoffeeCup etc, these programs have built-in facilities to upload your web site via File Transfer Protocol (FTP).
Alternatively, you may transfer your web site to your server via FTP client such as CuteFTP, SecureFTP, CoreFTP, FileZilla etc. Any software company or individual programmer is able to create FTP server or client software because the protocol is an open standard. Virtually every computer platform supports the FTP protocol. This allows any computer connected to a TCP/IP based network to manipulate files on another computer on that network regardless of which operating systems are involved (if the computers permit FTP access).

Use FTP and upload to the hosted website that you have the password for. FTP will open a directory on your computer and on the website. You just drag the files from your computer list to the website list.
