I don't care what the PhDs say - in my opinion, there is no less/more or high/low culture. Since you are asking about countries, your question has a built-in filter. Our current list of nation-states change with world politics. So it makes more sense to ask yourself what aspects of different cultures you are most interested in knowing about. Do you want to know about the history of people that were really into performing arts, architecture, spirituality, communal living, war, peace, nature, animal husbandry - just pick a country that you find interesting and do some research to find out where the people come from and what they have been doing. You will not be disappointed whatever country you choose.

Because of the immigrants from so many other countries that bring their culture with them, I would have to agree with the U.S. and Canada.
When you leave your land - forever, no matter the reason, you want something you remember, something that will let you travel back to a special memory. Imagine if you were faced with the need to evacuate to a new country and could only take one thing besides the members of your family, what would you choose? I decided, for me, it would be my families recipes. This is what so many that have come to our country have done. And while they win by being here, we win also, by being able to share in that part of their culture. This doesn't even start to count their artisan skills, music skills, etc.
