I remember seeing TV commercials for this board game, where you had at least the plastic head of an animal, and its tongue came in and out and his eyes changed colors.

A couple of games come to mind, but I don't think either is exactly what you're remembering.
The first is the Mr. Mouth game, which had a frog's head in the center that rotated in a circle while opening and closing. The object of the game was to flip flies into the frog's mouth. Sort of a more challenging Tiddlywinks.
The second game is Hungry Frog, by Pavillion, basically a frog knock-off of Hungry, Hungry, Hippos.
