Maybe go to the DMV to find out. I bought a car a few years ago and when I went to the DMV to change owership found it had several parking tickets. Guess what? They won't give me the sticker until I pay the fines. Of course if you live in los angeles they will tow your car away if you have 5 or more parking tickets.
