If you have, why? What gives you the right to interfere in their personal activities? If you saw someone smoking weed in a car, get out of the car and walk inside, would you call the police?
Where do you get off imposing your morals on other people? They cause no harm to you. They do NOTHING to you (the users), but you insist on calling the cops on them, possibly ruining their lives. Are you a chemically-pure do gooder? Do you think that you're helping them? Why don't you just leave them alone?
There can be no rational answer to this question, because there IS NONE.
But you insist on doing so. Maybe someone should plant drugs in your house and call the cops on you. Then see if you'll do it again.
But wait, you just want to "give them back their self-respect" or "protect them from themselves". They obviously WANT to do drugs and its not your place to stop them.
Anyone who calls themselves an American and supports drug laws is a hypocrite.
