Here's the thing: putting together a background check requires accessing several different criminal databases that are organized by area, for instance, each city, county, and state have their own databases plus the FBI and Interpol. So it takes a lot of work to get the information. Given that people do not like to work for free, if you want an accurate, complete criminal history, you have to either a) pay someone with the proper clearances and time to do it OR b) have the proper clearances and time yourself and go check all of the databases.
That being said, you can get a limited background check for free if you know some of the identifying info. of the person and you are the person (or sometimes when you are related).

You can not do it for free. The only way that I know you can get the information is that ask a good cop friend to find it out. But that is illegal!

You can't because that's technically illegal but you can get them for a small price at intelius.com.
