Ok, Here's for the answers :
If you're using Windows XP, simply you can use Picture Viewer to open the image and Click "Copy To (Ctrl+S)" choose JPEG to convert to other format.
Other way's using Paint Bursh and click Save As in the file type choose JPEG.
Other third party program, like ACDSee, Choose The image, and then click Tools - Convert File Format / Ctrl+F to convert to other format. In here you can also change the quality of the JPEG format you want.
Personally, if you use Picture Viewer ot Paint Brush, you don't spent any money. But in ACDSee you spend some money and you can get a lot of Picture format beside windows build in.
And also in Picture viewer you click the picture one by one. But in ACDSee you can do a lot of picture selection and conver it.
I use ACDSee 9 photo manager for 39.99

An easy way is to rename the file to a jpg.
When your about to save the picture(s), name them .jpeg at the end. Example: MyPicture.jpg
If it still is a bitmap, you can do it like this: Move your picture(s) to your C drive.
Go to Start > Run > type: command (if you use Win9x) or type: cmd (if you use Win-NT).
When the black box comes up, type: CD / and press enter once.
Then type: rename MyPicture.bmp MyPicture.jpg and press enter once.
