where to find the second password to the team rockets??

a friend of mine is asking where to find the second password to the team rockets from the game pokemon leafgreen..

After you find the scientist. Right before you grab the Sapphire plate, he'll grab it, run and give you the second password and challenge you to face him on island five in the Rocket hideout.
