Do Quests until you are around lvl 25+ and when you are around that level do Party Quests until lvl 31.

Quests gain quick and generally easy experience, or find a friend or someone with a high level and journey together into places with higher level monsters and you'll gain EXP faster.

Definitely do the quests. They give you a lot of experience at lower levels.
