I. buy a large ship (nice and stable)
2 get transmitter, control console, programming sources, antennae
3 get gererators
4 put it all together.
5 sail outside of the US territorial waters, and youre in business That is until the Navy tracks you down, tows you into the nearest port, and confiscates the whole kit and kaboodle.
