There are two things that you need to consider in your question.

The first is what definition of Terrorism are you using? Are you including state terrorism? if so, how broadly are you defining it? Are you including Israels use of Cluster Bombs on Lebanon? Is what is happening in Iraq at the moment to be considered state sponsored terrorism? either by virtue of America's involvement or the likely involvement of states like Iran in the conflict?

The second problem is how are you defining innocent civilians? There are a number of ways to look at this as well. According to some, a country having voted for a leader who commits acts that are retaliated against with the use of terrorism are not innocent because they voted for the govt that the attacks are being carried out against. Another problem with that is how do you define an innocent civilian in a place like Lebanon where the terrorists blend in with civilians, meaning that you may have thought you killed innocent civilians but had in fact killed a member of Hezbollah. Or in countries in Africa that use soldiers dressed as civilians.

Until you properly define exactly what you are and are not including in your answer (which is done by quantifying your question), an accurate answer cannot be given to you.

Kinda hard to quantify that number...depends on what you consider terrorism...
