I doubt you could find a cash advance place without checking or savings account. You have to have some collateral so to speak, they want to make sure they can get their money back with or without your cooperation. Go open a checking account, they're no big deal.

You can get a prepaid credit card visa, AMEX, mastercard at most banks, walmart, and at grocery stores there is no age requirement. If I recall correctly the fee for these is around $5.00. Most international scams start and end with western union. There are a few exceptions like sending money to a family member or a friend.
